On July 03, the Supreme Court is scheduled to hear a PIL seeking framing of effective guidelines to curb the matter of suicide by married men subjected to domestic violence and to constitute a ‘National Commission for Men’ that can help them offer protection to their interests.
A bench of Justices Surya Kant and Dipankar Datta has listed the PIL for hearing on Monday, according to the apex court website.
In the plea, advocate Mahesh Kumar Tiwari cited the data published in the National Crime Records Bureau (NCRB) in the year 2021 on accidental deaths in India. It was mentioned in the plea that 1,64,033 people died by suicide across the nation in 2021. Among these, 81,063 were married men, and 28,680 were married women.
While referring to data provided by the NCRB, the plea stated, “Around 33.2 percent of men ended their lives because of family problems and 4.8 percent due to marriage-related issues in the year 2021. In this year a total of 1,18,979 men who died by suicide which is about (72 percent) and a total of 45,026 women died which is about 27 percent.”
The petition has also sought direction from the National Human Rights Commission to effectively deal with matters of suicide by married men and consider upon the complaints of men dealing with domestic violence.
It is also said in the plea, “Issue direction to the respondent No. 1 (Union of India) to issue proper guidelines through the Ministry of Home Affairs to the police authority/ Station House Officer of every Police Station to accept/ receive the complaint of victims of domestic violence or those are under stress due to family problems and marriage related issues and refer the same to the State Human Right Commission for its proper disposal, till the proper legislation is enacted by the Government of India.”
Furthermore, it stated, “Issue a direction/ recommendation to the Law Commission of India to carry out research on the issue of suicides of married men who are suffering from domestic violence or under family problems and marriage-related issues and make necessary reports in order to constitute a forum like National Commission for Men.”
